Nox is too chaotic-evil for that. And Imperius is certainly not a goody two-shoes: he/she is just very pragmatical. If the results are better for the good of the Empire with LS choices, why deny them? That said, LS choices for Republic and for the Empire are very different.

What he lacked was training and experience, because he started later in life than the other classes, and neither Harkun nor Zash trained him much.
